When a Japanese submarine sank the USS Indianapolis on July 30, 1945, 900 survivors were left to float for days in shark-infested waters. By the time they were finally rescued, only 316 remained. The Navy's response to this tragedy was to court martial Capt. Charles B. McVay III, a move that reeked of scapegoating and outraged survivors and the public.
